हरिद्वार जिले में नंदा-गौरा योजना में लाभार्थियों के चयन में फर्जीवाड़े के मामले में महिला सशक्तीकरण एवं बाल विकास मंत्री रेखा आर्या ने कड़ा रुख अपनाया है। उन्होंने विभागीय सचिव को पत्र लिखकर इस मामले में पुलिस में एफआइआर दर्ज कराने के निर्देश दिए हैं।
इसमें शुचिता बनाए रखने के लिए आवश्यक है कि गलत तरीके से लाभ प्राप्त करने वाले अपात्र लाभार्थियों के अभिभावकों के साथ ही इस प्रकरण में संलिप्त अधिकारियों, कर्मचारियों को कड़ा दंड मिले, ताकि भविष्य में कोई इस प्रकार की हरकत न कर सके।
चालू वित्तीय वर्ष में हरिद्वार जिले में नंदा-गौरा योजना के तहत जन्म का लाभ प्राप्त करने वाले 1327 आवेदकों में से 70 आवेदन और 12वीं उत्तीर्ण के आधार पर किए गए 4174 आवेदनों में से 123 आवेदन में लगे आय प्रमाण पत्रों में छेड़छाड़ हुई थी।
जांच में इसकी पुष्टि होने के बाद हरिद्वार के मुख्य विकास अधिकारी ने ये 193 आवेदन निरस्त कर दिए थे। तब यह मामला संज्ञान में आने के बाद विभागीय मंत्री विभागीय अधिकारियों को प्रकरण की गहनता से पड़ताल कर आवश्यक कार्रवाई के निर्देश दिए थे।
मंत्री आर्या ने अब विभागीय सचिव को इस मामले में पत्र भेजा है। उन्होंने कहा है कि गलत तरीके से आय प्रमाण पत्र में छेड़छाड़ कर इतनी बड़ी संख्या में अपात्रों का पाया जाना और किसी अपात्र द्वारा पात्र का हक छीनकर लाभ प्राप्त करना गंभीर और खेदजनक स्थिति है। इसे हर हाल में रोका जाना आवश्यक है, ताकि जनमानस में यह स्पष्ट संदेश जाए कि अनुचित कार्रवाई में संलिप्त किसी भी व्यक्ति, अधिकारी, कर्मचारी के विरुद्ध कठोर कार्रवाई करने को सरकार प्रतिबद्ध है।
