उत्तराखंड कैबिनेट ने देवभूमि परिवार योजना को मंजूरी दी है, जिसके तहत राज्य के हर परिवार को एक विशिष्ट पहचान संख्या मिलेगी। इससे योजनाओं के लाभार्थियों की पहचान आसान होगी और अपात्रों को हटाने में मदद मिलेगी। आपदा प्रभावितों के लिए मुआवजा राशि भी बढ़ाई गई है।
उत्तराखंड में निवासरत सभी परिवारों को अब विशिष्ट पहचान संख्या मिलेगी। इसके साथ ही राज्य में लागू विभिन्न योजनाओं के लाभार्थियों को इस संख्या से एकीकृत किया जाएगा। धामी कैबिनेट की बुधवार को हुई बैठक में इसके लिए नियोजन विभाग के अंतर्गत देवभूमि परिवार योजना लागू करने को सैद्धांतिक सहमति दे दी गई। इससे जहां राज्य में रहने वालेे परिवारों की पहचान और वास्तविक संख्या सामने आएगी, वहीं जनोपयोगी योजनाओं में पात्र लाभार्थी कितनी योजनाओं का लाभ ले चुके हैं और कितनी का लाभ प्राप्त करना शेष हे, इसे लेकर भी तस्वीर साफ होगी।
मुख्यमंत्री पुष्कर सिंह धामी की अध्यक्षता में सचिवालय में हुई बैठक में 12 प्रस्तावों पर चर्चा के बाद मुहर लगाई गई। कैबिनेट के निर्णयों की जानकारी देते हुए सचिव शैलेश बगोली ने बताया कि देवभूमि परिवार योजना के तहत राज्य में रहने वाले प्रत्येक परिवार का डाटा बेस तैयार कर उन्हें विशिष्ट परिवार पहचान संख्या दी जाएगी। विभिन्न योजनाओं के लाभार्थी परिवारों को इस संख्या से संबद्ध किया जाएगा। यही नहीं, लाभार्थी परिवारों को समस्त योजनाएं एक क्लिक पर दिखाई देंगी, जिसके लिए वे पात्र हैं।
ये होंगे लाभ
- नागरिकों व परिवारों की समग्र एवं व्यापक प्रोफाइल होगी तैयार, जिसमें सामाजिक, आर्थिक व जनसंख्यायिकी विवरण भी शामिल होगा।
- अपात्र लाभार्थियों के चिह्नीकरण एवं ऐसे प्रकरणों के निदान में मदद डाटा बेस के आधार पर पात्र लाभार्थी को मिलेगी सूचना।
- विभिन्न योजनाओं व सेवाओं के लिए आवेदन के समय दस्तावेजों के फिर से प्रस्तुतीकरण का उन्मूलन।
- योजनाओं व सेवाओं के माध्यम से सरकार सीधे नागरिकों से स्थापित कर सकेगी संवाद।
- विभिन्न विभागों की जनहित की नीतियों, योजनाओं को अधिक सक्षम व प्रभावी बनाने में मदद।
- नागरिकों, विशेष रूप से वंचित वर्गों तक योजनाओं की सुनिश्चित हो सकेगी पहुंच।
- आपदा की स्थिति में सीधे नागरिकों व परिवारों से संवाद स्थापित कर राहत वितरण में मिलेगी मदद।
