मुख्य सचिव श्री आनन्द बर्द्धन ने आज सचिवालय में प्रदेश के अंतर्गत राष्ट्रीय राजमार्गों की नई एवं गतिमान परियोजनाओं की समीक्षा की। बैठक के दौरान उन्होंने परियोजनाओं में हो रही देरी और प्रक्रियात्मक लापरवाही पर कड़ी नाराजगी व्यक्त करते हुए संबंधित अधिकारियों की जवाबदेही तय करने के निर्देश दिए।
मुख्य सचिव ने वर्ष 2022-23 में स्वीकृत पिथौरागढ़–बागेश्वर राष्ट्रीय राजमार्ग (NH 309A) निर्माण प्रस्ताव को अब तक भारत सरकार को न भेजे जाने पर गंभीर असंतोष जताया। उन्होंने इस लापरवाही पर जिम्मेदारी तय करते हुए संबंधित अधिकारियों को प्रतिकूल प्रविष्टि देने के निर्देश दिए। इसके साथ ही मार्च 2024 में स्वीकृत काठगोदाम–नैनीताल राष्ट्रीय राजमार्ग निर्माण परियोजना के लिए वन एवं वन्यजीव स्वीकृतियों हेतु आवश्यक डेटा अपलोड में लापरवाही बरतने पर अधिशासी अभियंता को विशेष प्रतिकूल प्रविष्टि देने के निर्देश दिए।
मुख्य सचिव ने सभी राष्ट्रीय राजमार्ग परियोजनाओं की विभिन्न स्तरों पर नियमित निगरानी सुनिश्चित करने और कार्यों में तेजी लाने के निर्देश दिए। उन्होंने कहा कि जिलाधिकारियों की अध्यक्षता में लंबित परियोजनाओं की समीक्षा बैठकें नियमित रूप से आयोजित की जाएं और सभी विभाग अपनी समस्याओं एवं मुद्दों को स्पष्ट रूप से प्रस्तुत करें।
उन्होंने विभिन्न सड़कों की भूमि अधिग्रहण प्रक्रिया से जुड़ी 3(G) और 3(D) की कार्रवाई में तेजी लाने के निर्देश दिए। इसके साथ ही सड़क निर्माण कार्यों में पेड़ छपान एवं कटान की प्रक्रिया में हो रही देरी पर नाराजगी व्यक्त करते हुए 31 दिसंबर तक कार्रवाई प्रारंभ करने के निर्देश दिए। उन्होंने पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय से निरंतर संपर्क बनाए रखते हुए परियोजनाओं का नियमित फॉलोअप करने पर भी जोर दिया।
मुख्य सचिव ने गतिमान परियोजनाओं में भी तेजी लाने के निर्देश देते हुए NHAI की कोटद्वार बाईपास, झाझरा–आशारोड़ी, हरिद्वार–नजीबाबाद तथा देहरादून–दिल्ली एक्सप्रेस-वे की प्रगति की समीक्षा की। उन्होंने सभी परियोजनाओं को निर्धारित समयसीमा में पूर्ण करने के निर्देश दिए।
