सीमांत चमोली जिले के आपदाग्रस्त जोशीमठ शहर को बचाने के मद्देनजर धामी सरकार गंभीरता से जुटी है। इस कड़ी में केंद्र को भेजा जाने वाला राहत पैकेज का प्रस्ताव दो हजार करोड़ रुपये से अधिक का हो सकता है।
यह मुख्य रूप से जोशीमठ के पुनर्निर्माण, ढलान की स्थिरता, आपदा प्रभावितों का पुनर्वास और आजीविका विकास पर केंद्रित होगा। शासन इन दिनों राहत पैकेज का ड्राफ्ट तैयार करने में जुटा है। जल्द ही इसे केंद्र को भेजा जाएगा।
सरकार को बड़ी धनराशि की आवश्यकता है:
जोशीमठ के पुनर्निर्माण, आपदा प्रभावितों के पुनर्वास समेत अन्य बिंदुओं के दृष्टिगत सरकार को बड़ी धनराशि की आवश्यकता है।
इसे देखते हुए अपने स्रोतों से वित्तीय संसाधन जुटाने के साथ ही केंद्र सरकार को भी जोशीमठ के लिए राहत पैकेज का प्रस्ताव भेजा जाना है। कैबिनेट के इस निर्णय के मद्देनजर शासन द्वारा सभी बिंदुओं पर गंभीरता से मंथन कर राहत पैकेज का ड्राफ्ट तैयार किया जा रहा है।
सूत्रों के अनुसार जोशीमठ के पुनर्निर्माण और प्रभावितों के पुनर्वास पर सर्वाधिक खर्च आएगा। इन दोनों विषयों के अलावा जोशीमठ के सुनील वार्ड से लेकर एटीनाला व अलकनंदा नदी तक के क्षेत्र वाले ढलान को स्थिर करने के उपायों के लिए अच्छी-खासी धनराशि की जरूरत पड़ेगी। इन सब विषयों को राहत पैकेज का हिस्सा बनाया जा रहा है।
माइक्रो पाइल तकनीक पर भी विचार:
जोशीमठ के आपदाग्रस्त क्षेत्र को बचाने के लिए वहां की ढलान को स्थिर किया जाना है, जो भूधंसाव के कारण दरक रहा है। सूत्रों के अनुसार इस ढलान को स्थिर करने के लिए माइक्रो पाइल तकनीक पर भी विचार चल रहा है।
इसमें ढलान की मिट्टी को स्थिर करने के लिए अस्थायी आवरण का उपयोग कर भूमि में ड्रिल की जाती है। इसके लिए कंक्रीट, स्टील व लकड़ी का उपयोग कर चट्टान में ड्रिल कर सुरक्षात्मक उपाय कर मिट्टी को स्थिर किया जाता है। इसके अलावा अन्य कई विकल्पों पर भी विचार चल रहा है। सुरक्षात्मक उपाय भी राहत पैकेज का हिस्सा होंगे।
पार्क आदि का होगा निर्माण:
आपदाग्रस्त क्षेत्र से खतरनाक भवनों को हटाने व सुरक्षात्मक कदम उठाने के बाद वहां पार्क अथवा ऐसी हल्की संरचनाएं बनाई जाएंगी, जिससे भूमि पर भार न पड़े। राहत पैकेज में इसे भी शामिल किया जा रहा है। यानी, इस क्षेत्र में बड़े निर्माण किसी भी स्थिति में नहीं होंगे।
पुनर्वास को चाहिए बड़ी धनराशि:
जोशीमठ के आपदा प्रभावितों के पुनर्वास के लिए कोटीग्राम, पीपलकोटी, एचआरडीआइ की भूमि, ग्राम जाख व गौचर का चयन किया है। ऐसे में पुनर्वास को बड़ी धनराशि की जरूरत होगी। साथ ही प्रभावितों के लिए आजीविका की व्यवस्था होनी है। यही नहीं, अस्थायी पुनर्वास के लिए भी प्री-फेब्रिकेटेड घरों का निर्माण होना है।
केंद्र सरकार को भेजे जाने वाले राहत पैकेज के प्रस्ताव को अंतिम रूप दिया जा रहा है। जोशीमठ में अभी सर्वे चल रहा है और चमोली के डीएम को इसे जल्द पूर्ण करने को कहा गया है, ताकि सभी विषयों को राहत पैकेज में शामिल किया जा सके।
