विधानसभा सचिवालय में हुई नियुक्तियों में गड़बड़ी के मामले में अब जल्द ही तस्वीर साफ होगी। सूत्रों के अनुसार प्रकरण की जांच कर रही विशेषज्ञ समिति ने अंतरिम रिपोर्ट को अंतिम रूप दे दिया है।
जांच के दायरे में राज्य गठन से लेकर वर्ष 2021 तक हुई सभी 480 नियुक्तियां शामिल हैं। विधानसभा अध्यक्ष ऋतु खंडूड़ी भूषण के अपने विधानसभा क्षेत्र कोटद्वार से लौटने के बाद समिति उन्हें रिपोर्ट सौंप सकती है।
चौथी विधानसभा के कार्यकाल में पिछले वर्ष विधानसभा सचिवालय में हुई 72 तदर्थ नियुक्तियों के मामले ने तूल पकड़ा हुआ है।
वर्तमान विधानसभा अध्यक्ष ऋतु खंडूड़ी भूषण ने बीती तीन सितंबर को भर्ती प्रकरण की जांच को सेवानिवृत्त आइएएस डीके कोटिया की अध्यक्षता में तीन सदस्यीय विशेषज्ञ समिति गठित की। इसी दिन से समिति जांच में जुटी हुई है। जांच के दायरे में अंतरिम विधानसभा से लेकर चौथी विधानसभा तक के कार्यकाल में हुई सभी नियुक्तियों को लिया गया है।
माहभर में दो चरणों में जांच
विशेषज्ञ समिति को प्रकरण की दो चरणों में जांच कर कर माहभर के भीतर अपनी रिपोर्ट विधानसभा अध्यक्ष को सौंपनी है। प्रथम चरण में वर्ष 2012 से 2021 तक हुई 222 नियुक्तियों को नियम कानूनों की कसौटी पर जांचा जा रहा है।
असल में वर्ष 2011 में विधानसभा में नियुक्तियों के लिए उत्तराखंड विधानसभा सचिवालय सेवा नियमावली अस्तित्व में आई, जो वर्ष 2012 से लागू हुई।
इस दौरान कांग्रेस के शासनकाल में 150 और भाजपा के शासनकाल में 72 नियुक्तियां की गईं। द्वितीय चरण में अंतरिम विधानसभा से 2011 तक हुई कुल 258 नियुक्तियों को नियमों की कसौटी पर परखा जाएगा। तब उत्तर प्रदेश की नियमावली के अनुसार नियुक्तियां हुई थीं।

जांच समिति तीन सितंबर से लगातार ही विधानसभा की नियुक्तियों से संबंधित पत्रावलियां खंगाल रही है। सूत्रों ने बताया कि समिति ने विधानसभा सचिवालय से नियुक्ति से संबंधित सभी पत्रावलियां तलब कर एक-एक फाइल को खंगाल लिया है।
इसके साथ ही प्रकरण की अंतरिम जांच रिपोर्ट को भी करीब-करीब अंतिम रूप दिया जा चुका है। अब समिति विधानसभा अध्यक्ष ऋतु खंडूड़ी भूषण के देहरादून लौटने का इंतजार कर रही है। वह अगले दो दिन अपने विधानसभा क्षेत्र में विभिन्न कार्यक्रमों में भाग लेंगी।
