उत्तराखंड और हिमाचल प्रदेश के बीच नया चार लेन हाईवे (NH-07) देहरादून से पांवटा साहिब तक का सफर दो घंटे से घटाकर मात्र 35 मिनट कर देगा। 90% काम पूरा हो चुका है, और यह मार्ग यातायात के लिए खोल दिया गया है। यह परियोजना जाम, दूरी और समय तीनों पर ब्रेक लगाएगी, जिससे शहरी भीड़भाड़ से राहत मिलेगी और क्षेत्र के आर्थिक व सामाजिक विकास को गति मिलेगी।
उत्तराखंड और हिमाचल प्रदेश के बीच आवागमन की तस्वीर अब तेजी से बदलने जा रही है। देहरादून से पांवटा साहिब तक का सफर, जो अभी तक यातायात जाम, संकरी सड़क और भीड़भाड़ के कारण करीब दो घंटे तक खिंच जाता था, वह अब महज 35 मिनट में पूरा किया जा सकेगा। यह बदलाव संभव हुआ है बल्लूपुर-पांवटा साहिब चार लेन राष्ट्रीय राजमार्ग परियोजना (एनएच-07) के कारण, जिसे राष्ट्रीय राजमार्ग प्राधिकरण (एनएचएआई) द्वारा अंतिम चरण में पहुंचाया जा रहा है। 90 प्रतिशत कार्य पूरा होने के साथ ही हाईवे को वाहनों की आवाजाही के लिए खोल दिया गया है।
तेजी से बढ़ते शहरी विस्तार, औद्योगिक गतिविधियों और पर्यटन दबाव के कारण यह कारिडोर लंबे समय से उत्तर भारत के सबसे व्यस्त और जामग्रस्त मार्गों में शामिल था। अब चार लेन ग्रीनफील्ड हाईवे और बाईपास के जरिए न केवल दूरी घटी है, बल्कि यात्रा समय और ईंधन खपत में भी भारी कमी आई है। यह परियोजना न एक केवल सड़क, बल्कि उत्तराखंड-हिमाचल के आर्थिक और सामाजिक विकास की नई धुरी के रूप में उभर रही है। एनएच-07 का यह खंड प्रतिदिन हजारों यात्रियों, औद्योगिक, वाणिज्यिक व पर्यटन वाहनों का दबाव झेलता है। सीमित चौड़ाई, रिबन डेवलपमेंट और तेज शहरी विस्तार के चलते यह मार्ग लंबे समय से जाम और सड़क सुरक्षा की चुनौतियों से जूझ रहा था। इन्हीं समस्याओं के स्थायी समाधान के रूप में इस परियोजना को आकार दिया गया है। शुक्रवार को एनएचएआई के अधिकारियों ने नए हाईवे का निरीक्षण कर कार्य-प्रगति देखी।
ग्रीनफील्ड बाईपास बना गेमचेंजर
एनएच-07 के तहत पांवटा साहिब से बल्लूपुर चौक (देहरादून) तक 44.8 किलोमीटर लंबे मार्ग को फोर लेन में विकसित किया जा रहा है। खास बात यह है कि इसमें करीब 25 किलोमीटर का ग्रीनफील्ड बाईपास शामिल है, जो पांवटा साहिब, हरबर्टपुर, सहसपुर, सेलाकुई और सुधोवाला जैसे भीड़भाड़ वाले कस्बों को बाईपास करता है। इस बाईपास से मार्ग की कुल लंबाई में लगभग सात किलोमीटर की कमी आई है, इसका सीधा असर यात्रा समय पर पड़ा है। अब भारी वाहन और थ्रू-ट्रैफिक शहरों में घुसे बिना सीधे हाईवे से गुजर सकेगा।
दिल्ली-देहरादून कारिडोर से सीधा फायदा
यह परियोजना दिल्ली-देहरादून इकोनोमिक कारिडोर से भी जुड़ रही है। इसके चलते देहरादून शहर में प्रवेश करने वाले बाहरी वाहनों को वैकल्पिक मार्ग मिलेगा और राजधानी दून को लंबे समय से चली आ रही जाम की समस्या से राहत मिलेगी। खासकर औद्योगिक, लाजिस्टिक्स और पर्यटन ट्रैफिक के लिए यह मार्ग बेहद अहम साबित होगा।
दो पैकेज, 1,646 करोड़ की परियोजना
चार लेन हाईवे को हाइब्रिड एन्यूटी मोड (एचएएम) पर दो पैकेजों में विकसित किया जा रहा है। कुल ₹1,646.21 करोड़ की लागत में भूमि अधिग्रहण, वन स्वीकृति और यूटिलिटी शिफ्टिंग भी शामिल है।
पैकेज-1 (पांवटा साहिब–मेदनीपुर, 18.7 किमी)
लागत 553.21 करोड़ रुपये, जिसमें 1,175 मीटर लंबा फोर लेन यमुना पुल शामिल है।
पैकेज-2 (मेदनीपुर–बल्लूपुर, 26.1 किमी)
लागत 1,093 करोड़ रुपये, जिसमें शहरी बाईपास, अंडरपास व सर्विस रोड विकसित किए गए हैं। परियोजना से उत्तराखंड के 21 और हिमाचल प्रदेश के चार गांव प्रभावित हुए हैं।
31.5 किमी हिस्से पर शुरू हुआ यातायात
परियोजना के अधिकांश पुल, अंडरपास और संरचनात्मक कार्य पूरे हो चुके हैं। 31.5 किलोमीटर लंबे हिस्से पर वाणिज्यिक यातायात भी शुरू कर दिया गया है, जबकि शेष आरई वाल और अंतिम पेवमेंट कार्य फरवरी 2026 तक पूरा करने का लक्ष्य रखा गया है। पांवटा साहिब, हरबर्टपुर, सहसपुर, सेलाकुई व सुधोवाला जैसे भीड़भाड़ वाले कस्बों को बाईपास करने से यात्रा समय और ईंधन खपत दोनों में बड़ी कमी आएगी। फोर लेन विन्यास को भविष्य की यातायात जरूरतों, उच्च क्षमता व बेहतर सड़क सुरक्षा को ध्यान में रखकर डिजाइन किया गया है। यह कारिडोर चारधाम यात्रा के प्रथम धाम यमुनोत्री के लिए भी बेहतर और तेज पहुंच सुनिश्चित करेगा।
