कांग्रेस के डैमेज कंट्रोल के तमाम प्रयास के बीच नाराज कद्दावर किच्छा विधायक तिलक राज बेहड़ ने गुरुवार को मुख्यमंत्री पुष्कर सिंह धामी से मुलाकात की। ऐसे में चर्चा रही कि वह भाजपा का दामन थाम सकते हैं। हां, इसमें भले ही कुछ देर लगे। कुछ समीकरण साधे जाएं। लेकिन परिणाम बेहड़ के पक्ष में ही आएगा! ऐसा हुआ तो कांग्रेस के हाथ से एक और प्रभावी नेता निकलेगा और सीएम के गढ़ में भाजपा और मजबूत बनकर उभरेगी।
खटीमा में उत्तरांचल पंजाबी महासभा की ओर से आयोजित बैसाखी मेला में प्रतिभाग करने के लिए गुरुवार को मुख्यमंत्री पुष्कर सिंह धामी पंतनगर एयरपोर्ट पहुंचे। इस दौरान तिलक राज बेहड़ ने उनसे मुलाकात की। इसके बाद जारी विज्ञप्ति में बेहड़ ने कहा कि किच्छा-लालपुर स्थित आटोमेटेड टेस्टिंग स्टेशन पर अवैध वसूली हो रही है।
गाड़ियों की फिटनेस के नाम पर पांच से 10 हजार रुपये तक वसूले जा रहे हैं। इसपर कार्रवाई नहीं हुई तो विधानसभा में मुद्दे को रखेंगे। इसके अतिरिक्त उन्होंने सीएम से किच्छा कम्युनिटी हाल का निर्माण, सामुदायिक स्वास्थ्य केंद्र का उच्चिकरण, स्टेडियम का निर्माण, किच्छा फायर ब्रिगेड स्टेशन सहित अन्य कार्यों को जल्द कराने की मांग रखी। यह तो बात हुई बेहड़ की मांग की। लेकिन बदले हालात में मामला मांग और ज्ञापन से कहीं ज्यादा बताया जा रहा है।
असल में प्रदेश संगठन की उपेक्षा से आहत बेहड़ के तेवर इस समय पार्टी को लेकर तल्ख हैं। यही कारण है कि उन्होंने खुद निकाय चुनाव से दूर रहने की बात कह दी। इसके बाद उनसे पहले कृषि मंत्री गणेश जोशी मिले और फिर केंद्रीय रक्षा राज्यमंत्री अजय भट्ट ने भी हाल जाना।
भट्ट व जोशी की मुलाकात के बाद कांग्रेस को बेहड़ की याद आई। मामला हाथ से निकलता देख पूर्व मुख्यमंत्री हरीश रावत बेहड़ से मिले। इसके बाद कांग्रेस प्रदेश अध्यक्ष माहरा ने भी मनाने की कोशिश की। लेकिन ये सभी प्रयास बेहड़ की नाराजगी दूर नहीं कर सके। इस बीच उनकी गुरुवार को मुख्यमंत्री से मुलाकात के बाद तो यह बात और पुख्ता हो गई कि बेहड़ और कांग्रेस के बीच सब ठीक नहीं चल रहा।
बेहड़ अंदर…कानाफूसी बाहर
कांग्रेस जिला कार्यकारिणी में मतभेद और एक दूसरे पर आरोप प्रत्यारोप के बाद बेहड़ के पार्टी से विमुख होने की अटकल खूब लगाई जा रही है। गुरुवार को सीएम के आने से आधे घंटे पहले ही बेहड़ अपने पुत्र गौरव के साथ एयरपोर्ट पहुंच गए। उनके अंदर जाते ही बाहर कानाफूसी होने लगी। बाहर मौजूद पदाधिकारियों में चर्चा होती रही कि बेहड़ कांग्रेस छोड़ भाजपा में आ सकते हैं।
चर्चा तो यह भी है:
जिले में चर्चा है कि राजस्थान विधानसभा चुनाव में कुछ राजनीतिक समीकरण बदल सकता है। वह चुनाव की घोषणा के बाद एक मंत्री भाजपा का दामन थाम सकते हैं। वह जब भाजपा में शामिल होंगे तो यहां ऊधम सिंह नगर में भी उसका असर दिखेगा। एक कद्दावर विधायक भाजपा में जा सकते हैं।
चर्चा यह भी है कि राजस्थान सरकार के मंत्री दो-तीन दिन में विधायक से मुलाकात भी कर सकते हैं। हालांकि विधायक ने इन चर्चाओं को खारिज करते हुए कहा कि वह खुद चुनाव लड़ेंगे। बेटा तो अभी राजनीति में सक्रिय हो रहा है। राजनीति में बेटे को क्या करना है, वह खुद निर्णय लेगा। वह अपना निर्णय थोपेंगे नहीं।
अब पनेरू ने खोला मोर्चा:
पूर्व मुख्यमंत्री हरीश रावत सहित प्रदेश अध्यक्ष करन माहरा के डैमेज कंट्रोल की कवायद कोई सकारात्मक प्रभाव दिखाती, इससे पहले ही पार्टी पदाधिकारियों ने एक और “बम” फोड़ दिया। कांग्रेस प्रदेश महासचिव हरीश पनेरु व प्रदेश सचिव संजीव कुमार सिंह ने गुरुवार को विधायक बेहड़ को अनुशासन का पाठ पढ़ा हाईकमान के निर्णय को स्वीकार करने की नसीहत दे डाली।
पनेरु ने तो विधायक के तौर पर बेहड़ के एक वर्ष के कार्यकाल को निराशाजनक भी बता दिया। हल्द्वानी बाईपास स्थित एक होटल में पत्रकारों से वार्ता में दोनों नेताओं ने विधायक बेहड़ के पुत्र गौरव के आरोपों को सिरे से नकार दिया। पनेरु ने खुली चुनौती दी कि अगर उनके पास कोई वीडियो या क्लिप है तो बयानबाजी की जगह उसे उजागर करें।
यदि गौरव पार्टी के विरुद्ध उनकी संलिप्तता के सबूत देते हैं तो वह कोई भी सजा भुगतने को तैयार हैं। पनेरु ने आपस में लड़ने की बजाय इस ऊर्जा को कांग्रेस कार्यकर्ताओं की एकता में लगाने की नसीहत दी। वार्ता के दौरान नगर कांग्रेस कमेटी के पूर्व अध्यक्ष अरुण तनेजा भी मौजूद रहे। इससे पहले महानगर कांग्रेस अध्यक्ष रुद्रपुर सीपी शर्मा ने भी बेहड़ पर निशाना साधा था, जिसके बाद विवाद ने तूल पकड़ लिया।
और बेहड़ ने कहा, कांग्रेस में ही रहूंगा:
पूरे मामले में तिलकराज बेहड़ ने कहा कि किच्छा का विधायक हूं। अपने क्षेत्र के विकास के लिए सीएम से सभी जनप्रतिनिधि मुलाकात करते हैं। अपने विधानसभा क्षेत्र के लिए भेजे गए प्रस्ताव व समस्याओं पर पंतनगर में सीएम से चर्चा की। वैसे…जब हरीश रावत सीएम थे तो तत्कालीन खटीमा विधायक पुष्कर सिंह धामी भी रावत से मिलते थे और वह अपने क्षेत्र के विकास के लिए चर्चा करते थे। लोग जो कयास लगा रहे हैं, वह सही नहीं है। यदि भाजपा में जाना होता तो पार्टी की जगह संगठन से बात करता। सच्चाई तो यह है कि मैं किसी भी दल में नहीं जाने वाला। कांग्रेस का कर्मठ और संघर्षशील कार्यकर्ता हूं और बना रहूंगा।
