उत्‍तराखंड में राजस्व पुलिस व्यवस्था को समाप्त करने की शुरुआत, कैबिनेट बैठक में लगी मुहर

उत्तराखंड में राजस्व पुलिस व्यवस्था निकट भविष्य में समाप्त हो जाएगी। कैबिनेट ने प्रदेश में चरणबद्ध तरीके से राजस्व पुलिस व्यवस्था को समाप्त करने के प्रस्ताव को स्वीकृति दे दी है।

पहले चरण में इन्‍हें किया जाएगा शामिल
पहले चरण में पुलिस थानों से सटे राजस्व क्षेत्रों को सिविल पुलिस क्षेत्र में शामिल किया जा रहा है। साथ ही कैबिनेट ने पर्यटन व आर्थिक गतिविधियों वाले राजस्व क्षेत्रों में छह थाने और 20 चौकियों की स्थापना को मंजूरी दी है।
कैबिनेट ने सड़क दुर्घटना में मृतकों के स्वजन को सड़क परिवहन दुर्घटना निधि से दी जाने वाली राहत राशि को एक लाख से बढ़ाकर दो लाख रुपये करने का निर्णय लिया है।
बुधवार को हुई कैबिनेट बैठक
बुधवार को सचिवालय में मुख्यमंत्री पुष्कर सिंह धामी की अध्यक्षता में हुई कैबिनेट की बैठक में 26 प्रस्तावों पर चर्चा हुई। इनमें से 25 प्रस्तावों पर कैबिनेट ने मुहर लगाई। एक प्रस्ताव पर अगली कैबिनेट में चर्चा की जाएगी।
नहीं आएगा कोई वित्तीय भार भी
कैबिनेट के निर्णयों की जानकारी देते हुए अपर मुख्य सचिव राधा रतूड़ी और सचिव कार्मिक शैलेश बगोली ने बताया कि बैठक में राजस्व पुलिस क्षेत्र को चरणबद्ध तरीके से सिविल पुलिस क्षेत्र में शामिल करने का निर्णय लिया गया। इसके अंतर्गत प्रदेश के पर्वतीय क्षेत्रों में जितने भी क्षेत्र थानों से सटे हुए हैं, उन्हें सिविल पुलिस के दायरे में लाया जाएगा। इस पर कोई वित्तीय भार भी नहीं आएगा।
मुख्यमंत्री को इसके लिए किया अधिकृत
कैबिनेट ने सरकारी नौकरियों में स्थानीय महिलाओं को 30 प्रतिशत क्षैतिज आरक्षण दिए जाने संबंधी अध्यादेश पर निर्णय के लिए मुख्यमंत्री पुष्कर सिंह धामी को अधिकृत किया। राज्य कर्मचारियों को केंद्र के समान बढ़ा हुआ महंगाई भत्ता और बोनस देने के लिए भी मुख्यमंत्री को अधिकृत किया गया है। वित्त विभाग इसका परीक्षण करेगा और फिर मुख्यमंत्री का अनुमोदन लिया जाएगा।
कैबिनेट के अन्य महत्वपूर्ण निर्णय
श्रम एवं सेवायोजन विभाग बनेगा आउटसोर्सिंग एजेंसी, अभी तक उपनल व पीआरडी कर रहे यह कार्य।
परिवहन विभाग में यूजर चार्ज में 30 रुपये बढ़ाए। अब इलेक्ट्रानिक रिकार्ड में 20 के स्थान पर लगेंगे 50 रुपये।
एसिड की बिक्री को उत्तराखंड विष एवं कब्जा विक्रय नियमावली को दी मंजूरी।
बागवानी मिशन में एंटी हेलनेट के लिए केंद्र द्वारा दी जाने वाली 50 प्रतिशत सब्सिडी के अतिरिक्त राज्य भी देगा 25 प्रतिशत सब्सिडी।
जीएसटी में पंजीकृत व्यापारियों के लिए दुर्घटना बीमा पांच लाख रुपये से बढ़ाकर किया गया 10 लाख रुपये।
विद्यालयी शिक्षा के अंतर्गत विशेष शिक्षा के लिए 143 नए पदों का किया गया सृजन।
केदारनाथ में मास्टर प्लान के अंतर्गत 947 कक्ष ध्वस्त करने को दी मंजूरी।
हेड कांस्टेबल से एडिशनल सब इंस्पेक्टर पद पर पदोन्नति को बनाई गई नई नियमावली।
कैबिनेट ने उत्तराखंड सड़क परिवहन दुर्घटना राहत निधि के मानकों में भी संशोधन प्रस्ताव पर सहमति दे दी है। निधि के अंतर्गत मृतकों के स्वजन को दी जाने वाले राहत राशि को लंबे समय से बढ़ाए जाने पर चर्चा चल रही थी। अब इसमें वृद्धि की गई है।
