मुख्य सचिव श्री आनन्द बर्द्धन ने आज सचिवालय में कार्बन क्रेडिट (Carbon Credit) के संबंध में संबंधित विभागों के साथ समीक्षा बैठक की। बैठक के दौरान उन्होंने प्रदेश में कार्बन क्रेडिट की दिशा में अब तक किए जा रहे प्रयासों की जानकारी ली और आगे की कार्ययोजना पर विस्तृत चर्चा की।
मुख्य सचिव ने कहा कि उत्तराखण्ड के लिए कार्बन क्रेडिट एक महत्वपूर्ण आय का स्रोत बन सकता है। इसके लिए सभी विभागों को अपने-अपने कार्यक्षेत्र में उपलब्ध संभावनाओं की पहचान करनी होगी और कार्बन क्रेडिट अर्जन की प्रक्रिया को समझते हुए आवश्यक तैयारियाँ करनी होंगी।
उन्होंने स्पष्ट किया कि प्रदेश में पर्यावरण विभाग को कार्बन क्रेडिट के लिए नोडल विभाग के रूप में कार्य करना होगा। प्रारंभिक चरण में ऐसे प्रोजेक्ट्स पर फोकस किया जाए, जिनमें शीघ्र और व्यावहारिक रूप से सफलता प्राप्त की जा सके, ताकि राज्य के लिए ठोस परिणाम सामने आ सकें।
मुख्य सचिव ने कहा कि उत्तराखण्ड में शीघ्र ही एक हजार इलेक्ट्रिक बसों का संचालन प्रारंभ किया जा रहा है। इसके माध्यम से परिवहन विभाग को कार्बन उत्सर्जन में कमी के आधार पर कार्बन क्रेडिट का लाभ मिल सकता है। इसके अलावा वन पंचायतों के माध्यम से वन विभाग तथा PACS के जरिए सहकारिता विभाग भी कार्बन क्रेडिट अर्जित कर सकते हैं, जिसे राष्ट्रीय एवं अंतरराष्ट्रीय बाजार में बेचकर अतिरिक्त आय प्राप्त की जा सकती है।
उन्होंने पर्यावरण विभाग को निर्देश दिए कि कार्बन क्रेडिट की तकनीकी एवं प्रक्रियात्मक समझ विकसित करने के लिए शीघ्र ही किसी एजेंसी को नॉलेज पार्टनर के रूप में जोड़ा जाए। साथ ही, सभी संबंधित विभागों को आपसी समन्वय के साथ इस दिशा में कार्य करने पर बल दिया।
