राष्ट्रीय नदी गंगा की स्वच्छता और निर्मलता के उद्देश्य से उत्तराखंड में चल रही नमामि गंगे परियोजना के सार्थक परिणाम आए हैं।
इस दिशा में और बेहतर कदमों के दृष्टिगत राष्ट्रीय गंगा परिषद की 30 दिसंबर को कोलकाता में होने वाली बैठक को राज्य के दृष्टिकोण से अहम माना जा रहा है।
नदियों व भूजल को प्रदूषित होने से रोकने के मद्देनजर सुझाव देंगे:
मुख्यमंत्री पुष्कर सिंह धामी भी इस बैठक में भाग लेंगे। इस दौरान वह गंगा और उसकी सहायक नदियों के जलसमेट क्षेत्रों के पुनर्जीवीकरण के साथ ही नदियों व भूजल को प्रदूषित होने से रोकने के मद्देनजर सुझाव देंगे। उधर, परिषद की बैठक को देखते हुए शासन भी इसमें उठाए जाने वाले तमाम विषयों को अंतिम रूप देने में जुटा है।
गंगा के उद्गम वाला उत्तराखंड भी नमामि गंगे परियोजना में शामिल है। इसके प्रथम चरण में गोमुख से लेकर हरिद्वार तक गंगा की मुख्य धारा से सटे 15 नगरों में सीवरेज शोधन सयंत्र (एसटीपी), नालों की टैपिंग पर ध्यान केंद्रित किया गया, ताकि गंदगी गंगा में न जाने पाए। बाद में इस मुहिम में गंगा की सहायक नदियों को शामिल किया गया।
एसटीपी की 28 योजनाओं में से 20 पूर्ण:
नमामि गंगे के कार्यों को देखें तो एसटीपी की 28 योजनाओं में से 20 पूर्ण हो चुकी हैं, जबकि शेष में कार्य चल रहा है। अधिकांश में यह अंतिम चरण में है। गंगा में गिर रहे 131 नाले टेप कर एसटीपी से जोड़े जा चुके हैं। स्नान व मोक्ष घाट की 58 योजनाओं में से 50 पूर्ण हो चुकी हैं।
इन प्रयासों के फलस्वरूप गंगा के जल की गुणवत्ता सुधरी है। केंद्रीय प्रदूषण नियंत्रण बोर्ड के मानकों के अनुसार वर्तमान में गोमुख से ऋषिकेश तक गंगा के पानी की गुणवत्ता ए-श्रेणी की है, जबकि ऋषिकेश से हरिद्वार तक राज्य की सीमा में बी-श्रेणी की। नमामि गंगे के इन नतीजों से सरकार उत्साहित है। साथ ही अब उसने अन्य नदियों को भी परियोजना में शामिल कराने के प्रयास तेज किए हैं।
इसी कड़ी में राष्ट्रीय गंगा परिषद की कोलकाता में होने वाली बैठक को राज्य के लिए महत्वपूर्ण माना जा रहा है। इसमें नमामि गंगे के अब तक कार्यों की समीक्षा के साथ ही भविष्य की रणनीति तय होगी। परियोजना में किसी नए माडल को शामिल किया जा सकता है। मुख्यमंत्री पुष्कर सिंह धामी भी इस बैठक में भाग लेंगे।
वह उत्तराखंड में गंगा और उसकी सहायक नदियों स्वच्छता, निर्मलता व अविरलता के लिए जलसमेट क्षेत्रों पर विशेष ध्यान केंद्रित करने का सुझाव देंगे। उधर, अपर सचिव एवं राज्य में नमामि गंगे परियोजना के कार्यक्रम निदेशक उदयराज 30 दिसंबर को होने वाली राष्ट्रीय गंगा परिषद की बैठक की तैयारियों में जुटे हैं।
अर्थ गंगा में सात गतिविधियां:
राष्ट्रीय गंगा परिषद की 14 दिसंबर 2019 को कानपुर में हुई बैठक में प्रधानमंत्री नरेन्द्र मोदी ने नमामि गंगे में सतत आर्थिक विकास के लिए ‘अर्थ गंगा’ माडल दिया था।
इसके अंतर्गत उत्तराखंड में गंगा किनारे के क्षेत्रों में शून्य बजट प्राकृतिक खेती, आजीविका सृजन, संस्कृति विरासत और पर्यटन, स्लज व अपशिष्ट जल का फिर से उपयोग, वानिकी हस्तक्षेप, सार्वजनिक भागीदारी व संस्थागत विकास से जुड़ी गतिविधियां संचालित की जा रही हैं।
केंद्र सरकार की ‘नमामि गंगे’ परियोजना, विश्व की 10 ऐसी प्रमुख पहल में शामिल है, जिन्होंने प्राकृतिक दुनिया को बहाल करने में अहम भूमिका निभाई है। गंगा हमारी सांस्कृतिक पहचान है। प्रधानमंत्री नरेन्द्र मोदी ने गंगा स्वच्छता की दिशा में महत्वपूर्ण पहल की और इसके परिणाम दृष्टिगोचर हो रहे हैं। राज्य सरकार इस परियोजना को प्रभावी ढंग से धरातल पर उतार रही है। नमामि गंगे में केंद्र ने राज्य को जो लक्ष्य दिए, उन्हें समय से पहले पूर्ण किया गया है। हमारे लिए यह केवल नदी ही नहीं बल्कि संस्कृति का संरक्षण भी है।
