ग्रीष्मकालीन राजधानी गैरसैंण में विधानसभा का बजट सत्र सोमवार से प्रारंभ होने जा रहा है। विधानसभा की कार्यमंत्रणा समिति की रविवार देर शाम हुई बैठक में 14 मार्च तक का एजेंडा तय किया गया।
पेश किया जाएगा 80 हजार करोड़ रुपये से अधिक का बजट:
सत्र के दौरान नकलरोधी कानून समेत 10 विधेयक पेश होंगे। सत्र में 15 मार्च को वर्ष 2023-24 के लिए 80 हजार करोड़ रुपये से अधिक का बजट पेश किया जाएगा। उधर, विपक्ष ने सत्र के दौरान कानून व्यवस्था, भर्ती प्रकरण, वनंतरा रिसार्ट प्रकरण, आपदा प्रभावितों को मुआवजा समेत अन्य मु्द्दों पर सरकार को घेरने की रणनीति बनाई है।
सरकार ने भी विपक्ष के हमलों का जवाब देने के लिए अपने तरकश में तीर तैयार किए हैं। ऐसे में सत्तापक्ष और विपक्ष के मध्य सदन में जोर-आजमाइश होगी और सत्र के हंगामेदार रहने की संभावना है।
सत्र के लिए 13 से 18 मार्च की अवधि तय:
बजट सत्र के लिए 13 से 18 मार्च की अवधि तय होने के बाद से विधानसभा सत्र की तैयारियों में जुट गई थी, जो पूर्ण हो चुकी है। पांचवीं विधानसभा का यह चौथा और इस वर्ष का पहला सत्र है। इसमें राज्य का वित्तीय वर्ष 2023-24 का बजट पेश किया जाना है।
रविवार देर शाम को गैरसैंण के भराड़ीसैंण स्थित विधानसभा भवन के सभागार में विधानसभा अध्यक्ष ऋतु खंडूड़ी भूषण की अध्यक्षता में हुई कार्य मंत्रणा समिति की बैठक में सत्र के लिए विधायी व संसदीय कार्यों पर चर्चा और 13 व 14 मार्च का एजेंडा तय किया गया। पहले दिन सोमवार को राज्यपाल का अभिभाषण होगा। अगले दिन राज्यपाल के अभिभाषण पर चर्चा के साथ ही विधायी कार्य होंगे।
सरकार की ओर से पेश किए जाएंगे 10 विधेयक:
बताया गया कि सत्र के दौरान भर्ती परीक्षाओं में नकलरोधी कानून, राज्याधीन सेवाओं में महिलाओं के लिए 30 प्रतिशत क्षैतिज आरक्षण, मतांतरण कानून में संशोधन समेत 10 विधेयक सरकार की ओर से पेश किए जाएंगे। इनमें छह पुराने और चार नए विधेयक हैं।
अभी तक की जानकारी के अनुसार वित्त मंत्री प्रेमचंद अग्रवाल 15 मार्च को बजट प्रस्तुत करेंगे। बैठक में मुख्यमंत्री पुष्कर सिंह धामी, संसदीय कार्यमंत्री प्रेमचंद अग्रवाल, नेता प्रतिपक्ष यशपाल आर्य, विधायक उमेश शर्मा काऊ, खजानदास व शहजाद उपस्थित थे।
इस अवसर पर विधानसभा अध्यक्ष खंडूड़ी ने दलीय नेताओं के साथ भी बैठक की। उन्होंने कहा कि सत्र के पहले दिन राज्यपाल का अभिभाषण होना है और सभी सदस्यों को उनकी गरिमा का ध्यान रखना होगा।
राज्यपाल अभिभाषण में दिखेगी सशक्त उत्तराखंड की संकल्पना:
गैरसैंण के भराड़ीसैंण स्थित विधानसभा भवन में राज्यपाल अभिभाषण में धामी सरकार के बीते एक वर्ष में लिए गए कठोर निर्णयों के साथ जनहित में उठाए गए कदमों की झलक दिखाई देगी। मुख्यमंत्री के रूप में दूसरी बार प्रदेश की बागडोर संभालने वाले पुष्कर सिंह धामी का बीता एक वर्ष चुनौती के रूप में गुजरा है। वनंतरा रिसार्ट की महिला कर्मचारी की हत्या, फिर भर्ती घोटाले, महिला आरक्षण पर हाईकोर्ट के आदेश समेत कई मोर्चों पर चुनौती का सामना करना पड़ा।
युवा मुख्यमंत्री के रूप में धामी ने इन चुनौतियों का मुकाबला तो किया ही, साथ में नकलरोधी कानून, मतांतरण रोकने को कठोर कानूनी प्रविधान और महिला आरक्षण अधिनियम को लेकर निर्णय लेने में देर नहीं लगाई। समान नागरिक संहिता पर उच्च स्तरीय कमेटी बनाकर पूरी देश में नजीर बन चुके धामी ने विधानसभा चुनाव में मिले भारी जनमत को देखते हुए जनहित के कई कदम भी उठाए। अंत्योदय परिवारों को निश्शुल्क रसोई गैस सिलिंडर उपलब्ध कराए गए।
वीरता पुरस्कार प्राप्त सैनिकों की सम्मान राशि और उन्हें परिवहन निगम की बसों में निश्शुल्क यात्रा सुविधा दी गई है। सोमवार को विधानसभा में राज्यपाल अभिभाषण में धामी सरकार का अगले चार वर्ष का एजेंडा भी दिखाई देगा। केंद्र सरकारी की महत्वाकांक्षी ढांचागत विकास की परियोजनाओं के साथ धामी सरकार ने ग्रामीण सड़कों के नेटवर्क को बढ़ाने में रुचि दिखाई है। ढांचागत विकास के बल पर ही आने वाले वर्षों में पर्यटन प्रदेश बनने का सपना पूरा होना है
अभिभाषण में इस सपने को जमीन पर उतारने की कार्ययोजना दिख सकती है। स्वरोजगार पर मुख्यमंत्री पुष्कर सिंह धामी का विशेष जोर रहा है। युवाओं और महिलाओं के लिए स्वरोजगार के नए अवसर का रोडमैप इसमें दिखाई देगा।
