शिविर में सीएम पुष्कर सिंह धामी, नीति आयोग के उपाध्यक्ष, राज्य सरकार के सचिव, विभागाध्यक्ष सहित तमाम उच्च अधिकारियों ने शिरकत की। बता दें कि राज्य के विकास का रोडमैप तैयार करने के लिए सरकार का यह पहला चिंतन शिविर है।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि अधिकारियों को काम का तरीका बदलना होगा। ये तेरी फाइल ये मेरी फाइल के चक्कर से उन्हें बाहर निकलना होगा। विभागों को एक-दूसरे पर जिम्मेदारी डालने की प्रवृत्ति को त्यागना होगा। एसीआर भरते समय अब यह देखा जाएगा कि जिस अधिकारी को जो टास्क दिया गया है, वह पूरा हुआ है या नहीं। जिसका जैसा काम होगा, उसका वैसा इनाम होगा। यह व्यवस्था इसी साल से लागू होगी।
मुख्यमंत्री मंगलवार को मसूरी स्थित लाल बहादुर शास्त्री राष्ट्रीय प्रशासन अकादमी में आयोजित तीन दिवसीय सशक्त उत्तराखंड@25 चिंतन शिविर के उद्घाटन पर बोल रहे थे। आईएएस, आईपीएस और आईएफएस अफसरों को संबोधित करते हुए सीएम ने कहा कि भगवान ने आपको बहुत विशिष्ट बनाया है। आईएएस देश की सबसे बड़ी प्रशासनिक सेवा है।
मुख्यमंत्री ने कहा कि हमने सरलीकरण का मंत्र दिया है। हमें यहां सोचना होगा कि कितने विभागों ने कार्य का सरलीकरण किया। प्रक्रियाओं का सरलीकरण कर समाधान का रास्ता निकलना है। उन्होंने कहा कि आज पूरी सरकार यहां है। इन तीन दिनों में इस पर चिंतन करना होगा।
हमें बेस्ट प्रैक्टिस करने की आदत डालनी होगी। इसके लिए दस से पांच वाली संस्कृति से बाहर निकलना होगा। उन्होंने कहा कि आम धारणा है कि विकास की योजनाएं देहरादून को केंद्र पर रखकर बनाई जाती हैं, हमें लोगों की इस धारणा को बदलना होगा। इसके लिए पर्वतीय जिलों को विकास के खाके में शामिल करना होगा।
उन्होंने बहुत सरल भाषा में अधिकारियों को सुशासन का पाठ पढ़ाया। सीएम ने कहा कि देखने में आता है कि कई अधिकारी फाइल को ठीक से आगे नहीं बढ़ाते हैं। यह आदर्श स्थिति नहीं है। कई बार हम अपने स्तर से फैसले नहीं लेते। फाइल नीचे से चलते हुए कई बार सीएम दफ्तर तक आ जाती है। इस पर सभी की एक ही टिप्पणी होती है कि उच्च अनुमोदन हेतु प्रेषित। जबकि जरूरत यह है कि हम अपना निर्णय भी उस पर लिखें।
मुख्यमंत्री ने कहा कि हमें सरलीकरण, समाधान और संतुष्टिकरण के मंत्र पर कार्य करना होगा। हमारा फोकस समाधान पर होना चाहिए। एसीआर भरे जाने के समय यह ध्यान दिया जाना चाहिए कि जो टास्क दिया गया था वह पूरा हुआ या नहीं। हम इस कार्य को इसी वर्ष से प्रारंभ करेंगे। उन्होंने कहा कि इन तीन दिनों में हमें चिंतन के साथ चिंता भी करनी है कि प्रदेश का विकास कैसे हो?

मुख्यमंत्री ने कहा कि उत्तराखंड के सभी अधिकारी अच्छा काम करते हैं। इसका फीडबैक वह सीधे जनता से लेते हैं। उन्होंने कहा कि कुछ दिनों से आदत बनाई है कि जिलों में भ्रमण के दौरान सुबह 6 से 8 बजे तक लोगों से बात कर फीडबैक लेता हूं और इस दौरान सबके बारे में पता चलता रहता है।
बागवानी में हिमाचल से बेहतर कैसे करें, इस पर ध्यान दें:
सीएम ने कहा कि राज्य की जीडीपी में जिन जिलों का योगदान कम है, उनके लिए योजनाएं बनाई जानी चाहिए। वर्तमान में केंद्र सरकार, नीति आयोग आदि सभी उत्तराखंड का सहयोग करने को तैयार हैं। हिमाचल और हमारी जलवायु बहुत मिलती जुलती है। हमें यह मंथन करना होगा कि कैसे हिमाचल बागवानी के क्षेत्र में हमसे बेहतर कर रहा है। हमारी स्थिति हिमाचल से बेहतर है और हम बागवानी को कैसे बढ़ाएं।
काम किसी के भी समय का, जिम्मेदारी लेनी पड़ेगी:
मुख्यमंत्री ने कहा कि आने वाले दिनों में देहरादून और आसपास के इलाके पहले से कहीं ज्यादा बसावट वाले हो जाएंगे। हमें इसके अनुरूप सुविधाओं को विकसित करना होगा। स्मार्ट सिटी को लेकर शिकायतों को दूर करना होगा। वर्ष 2025 तक केवल श्रेष्ठ राज्य की बात कहकर कुछ नहीं होने वाला, बल्कि इसे हमको करके दिखाना है।

प्रदेश के शहरों पर बढ़ते आबादी के बोझ को कम करने के लिए नई टाउनशिप विकसित की जा रही हैं तो दूसरी ओर निकायों की आय बढ़ाने की दिशा में भी काम किया जा रहा है। मसूरी के एलबीएस एकेडमी में चल रहे सशक्त उत्तराखंड@25 चिंतन शिविर के दूसरे सत्र में अपर मुख्य सचिव आनंद बर्द्धन ने यह बात कही।
अपर मुख्य सचिव आनंद बर्द्धन ने शहरी विकास पर विचार रखे। उन्होंने भविष्य की आवश्यकता के तहत न्यू टाउनशिप विकसित करने और अफोर्डेबल हाउसिंग पर जानकारी दी। इस पर अधिकारियों ने अपने सुझाव भी दिए। शहरी विकास विभाग के निदेशक नवनीत पांडे ने सॉलिड वेस्ट मैनेजमेंट और नगर निगम, निकायों का राजस्व बढ़ाने पर अपना प्रस्तुतिकरण दिया। सचिव सूचना एवं प्रौद्योगिकी शैलेश बगोली ने तकनीक युक्त सर्विस डिलिवरी पर कहा कि हमारा प्रयास जनसामान्य के लिए चीजों को आसान करने पर है। उन्होंने कहा कि इस काम में आईटीडीए की अहम भूमिका है।
