सूबे के शिक्षा मंत्री डॉ0 धन सिंह रावत के अथक प्रयासों का नतीजा है कि आज उत्तराखंड में राष्ट्रीय शिक्षा नीति-2020 लागू कर दी गई है। शिक्षा निदेशालय में आयोजित कार्यक्रम में प्रदेश के मुख्यमंत्री पुष्कर सिंह धामी ने बालवाटिका का उद्घाटन कर इसका विधिवत शुभारम्भ किया। इसी के साथ ही एनईपी लागू करने वाला उत्तराखंड देश का पहला राज्य बना। कार्यक्रम के दौरान मुख्यमंत्री ने कौशलम पुस्तक का विमोचन, प्राथमिक शिक्षा निदेशालय भवन का लोकार्पण एवं एससीईआरटी भवन का शिलान्यास किया। मुख्यमंत्री धामी ने नई शिक्षा नीति के लागू करने व बालवाटिका का विधिवत संचालन किये जाने पर प्रधानमंत्री एवं केन्द्रीय शिक्षा मंत्री का आभार जताया। उन्होंने इस उपलब्धि के लिये शिक्षा मंत्री डॉ0 धन सिंह रावत सहित शिक्षा विभाग के सभी अधिकारियों एवं कर्मचारियों को बधाई प्रेषित की।
शिक्षा मंत्री डॉ0 धन सिंह रावत ने बताया कि सूबे में राष्ट्रीय शिक्षा नीति-2020 को विधिवत लागू कर दिया गया है। मुख्यमंत्री पुष्कर सिंह धामी ने आज शिक्षा महानिदेशालय में आयोजित कार्यक्रम में बालवाटिका का उद्घाटन कर इसका शुभारम्भ कर दिया है। इसी के साथ उत्तराखंड देश का पहला राज्य बन गया जहां राष्ट्रीय शिक्षा नीति-2020 लागू कर दी है। मुख्यमंत्री ने इस दौरान प्राथमिक शिक्षा निदेशालय भवन का लोकार्पण एवं एससीईआरटी भवन का शिलान्यास किया। डॉ0 रावत ने इसके लिये प्रधानमंत्री नरेन्द्र मोदी एवं केन्द्रीय शिक्षा मंत्री धर्मेन्द्र प्रधान का आभार जताया। उन्होंने कहा कि सरकार के सौ दिन के कार्यकाल में यह राज्य के लिये बड़ी उपलब्धि है। डॉ0 रावत ने बताया कि प्रथम चरण में बालवाटिका कक्षाएं प्राथमिक विद्यालयों में स्थित 4457 आंगनबाड़ी केन्द्रों में 5-6 आयु वर्ग के बच्चों के लिये शुरू की जा रही है। जिनका संचालन महिला सशक्तिकरण एवं बाल विकास विभाग द्वारा किया जायेगा। बालवाटिका कक्षाओं के संचालित किये जाने हेतु आवश्यक अकादमिक अनुसमर्थन विद्यालयी शिक्षा विभाग द्वारा प्रदान किया जायेगा। इन बालाटिकाओं में बच्चों के शारीरिक, संज्ञानात्मक, सामाजिक एवं पर्यावरण, भाषाइ, सृजनात्मक, भावनात्मक/संवेगात्मक विकास खेल गतिविधियों द्वारा किया जायेगा। बालवाटिकाओं में बच्चों को सीखने एवं अनुभव प्राप्त करने के पर्याप्त अवसर प्रदान किये जायेंगे। बालवाटिकाओं के सफल संचालन हेतु एनसीईआर के निर्देशों के क्रम में राज्य शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद द्वारा शिक्षक हस्तपुस्तिका एवं अभ्यास पुस्तिका स्वास्थ्य, संवाद एवं सृजन तैयार की गई है। डॉ0 रावत ने दावा किया कि सरकार द्वारा संचालित बालवाटिका कक्षाएं निजी स्कूलों द्वारा संचालित कक्षाओं से कहीं अधिक बेहत्तर होंगी। कार्यक्रम को संबोधित करते हुये डॉ0 रावत ने कहा कि एक वर्ष के भीतर शिक्षा विभाग को शतप्रतिशत ऑनलाइन कर दिया जाएगा और राज्य में विद्या समीक्षा केंद्र खोल दिया जायेगा। शिक्षकों की सारी परेशानियों को दूर कर दिया जाएगा और उन्हें बीएलओ कार्य से भी मुक्त कर दिये जायेंगे। ताकि शिक्षक पठन-पाठन पर पूरा फोकस कर सकें। विभागीय मंत्री ने बताया कि विभिन्न कक्षाओं में फेल होने वाले बच्चों का आंकलन कर सम्बंधित विषय में अगले साल से एक्स्ट्रा क्लास दी जाएगी। इसके अलावा बोर्ड परीक्षाओं में फेल छात्रों को अंक सुधार परीक्षा का मौका दिया जायेगा। उन्होंने कहा कि अन्य प्रदेशों के मुकाबले राज्य में 15 छात्रों पर एक शिक्षक तैनात है। प्रदेश में आठ हजार शिक्षकों के प्रमोशन कर दिये गये हैं जबकि विभिन्न विषयों के अंतर्गत सात हजार शिक्षकों की नियुक्ति दी गई है।
कार्यक्रम में स्थानीय विधायक उमेश शर्मा काऊ, अपर सचिव शिक्षा दीप्ती सिंह, महानिदेशक शिक्षा बंशीधर तिवारी, निदेशक माध्यमिक आर0के0कुंवर, निदेशक प्राथमिक शिक्षा वंदना गर्ब्याल, निदेशक एससीईआरटी सीमा जौनसारी, मुख्य शिक्षा अधिकारी देहरादून मुकुल सती सहित सभी विभागीय अधिकारी उपस्थित रहे।
