उत्तराखंड की अर्थव्यवस्था 22 वर्ष की अवधि में लगभग 18 गुना बड़ा आकार ले चुकी है। छोटे राज्य की इस ऊंची छलांग के बावजूद कड़वी सच्चाई यह है कि विकास और निर्माण कार्यों के लिए अपने संसाधनों से धन जुटाना भारी पड़ रहा है।
राज्य के कुल बजट खर्च में वेतन और पेंशन खर्च की हिस्सेदारी लगभग 33 प्रतिशत हो चुकी है। ऋण की हालत ये है कि यह कुल जीएसडीपी का 30 प्रतिशत से अधिक हो गया है। ऐसे में राज्य के सामने सबसे बड़ी चुनौती आय के संसाधनों में वृद्धि है।
आर्थिक गतिविधियों को सुगम बनाने की आवश्यकता:
राज्य के योजनाकारों के सामने जीएसटी, स्टांप, खनन से राजस्व बढ़ाने के साथ ही ग्रामीण क्षेत्रों में प्राथमिक क्षेत्र के साथ सेवा क्षेत्र में सूक्ष्म उद्यमों के माध्यम से आर्थिक गतिविधियों को सुगम बनाने की आवश्यकता है।
राज्य पर अपने कार्मिकों के वेतन व्यय का भार तेजी से बढ़ रहा है। बीते 10 वर्षों में वेतन मद पर तीन गुना और पेंशन मद में पांच गुना खर्च बढ़ गया है।
वर्ष 2010-11 में वेतन खर्च मात्र 4966 करोड़ था, जो अब 14951 करोड़ रुपये तक बढ़ चुका है। इसी प्रकार पेंशन पर खर्च 1142 करोड़ से बढ़कर 6297 करोड़ पहुंच गया है।
राज्य के कुल राजस्व खर्च 40091 करोड़ में वेतन और पेंशन खर्च की यह हिस्सेदारी विकास कार्यों के लिए धन जुटाने में आड़े आ रही है। आगामी वर्षों में राजस्व खर्च में वेतन खर्च के तहत आठ प्रतिशत, पेंशन भुगतान में सात प्रतिशत वृद्धि का अनुमान है।
4505 करोड़ से 65571 करोड़ हो गया बजट आकार:
वर्ष 2000-01 में प्रचलित भावों पर राज्य की कुल जीएसडीपी (राज्य सकल घरेलू उत्पाद) 14501 करोड़ थी। 2020-21 में जीएसडीपी करीब 2,78,006 करोड़ हो चुकी है।
