सीमांत चमोली जिले के जोशीमठ शहर को बचाने के लिए राज्य सरकार ने ताकत झोंक दी है।
आपदाग्रस्त क्षेत्र के उपचार और प्रभावितों के पुनर्वास के दृष्टिगत सरकार अब केंद्र से राहत पैकेज मांगने जा रही है। राहत पैकेज के प्रस्ताव को अंतिम रूप देने में शासन जुटा हुआ है। प्रभावितों के पुनर्वास के लिए अपर मुख्य सचिव वित्त आनंद बर्धन की अध्यक्षता में उच्चाधिकार प्राप्त समिति गठित की गई है।
राहत राशि के मानकों में बदलाव की तैयारी है। इस संबंध में चमोली के डीएम ने शासन को प्रस्ताव भेजा है। जोशीमठ का जियो टेक्निकल, जियो फिजिकल और हाइड्रोलाजिकल अध्ययन के मद्देनजर संबंधित एजेंसियों से 15 दिन से लेकर माहभर के भीतर यह कार्य पूर्ण करने का आग्रह किया गया है। उधर, जोशीमठ में डेंजर जोन में स्थित दो होटल मैकेनिकल तरीके से ध्वस्त करने की प्रक्रिया शुरू कर दी गई है।
क्षतिग्रस्त भवनों को तीन दिन के भीतर खाली करने के आदेश:
इसके अलावा डेंजर जोन में अत्यधिक क्षतिग्रस्त भवनों को तीन दिन के भीतर खाली करने के आदेश दिए गए हैं। यही नहीं, भूधंसाव के कारणों और उपचार के दृष्टिगत नामी संस्थानों के विज्ञानियों ने मोर्चा संभाल लिया है। राष्ट्रीय आपदा प्रबंधन प्राधिकरण की चार सदस्यीय टीम ने सोमवार को आपदाग्रस्त क्षेत्र का दौरा किया। यही नहीं, केंद्रीय जलशक्ति मंत्रालय की टीम अध्ययन के लिए जोशीमठ पहुंच चुकी है।
आध्यात्मिक और सामरिक दृष्टि से महत्वपूर्ण जोशीमठ में भूधंसाव और भवनों में दरारें पडऩे का क्रम तेज होने से शहर के अस्तित्व पर खतरा मंडरा रहा है। विशेषज्ञों की टीम की रिपोर्ट मिलने के बाद सरकार ने जोशीमठ बचाने को कमर कस ली है।
इसके लिए तात्कालिक और दीर्घकालिक दोनों उपायों पर काम शुरू किया गया है। प्रधानमंत्री कार्यालय भी जोशीमठ की स्थिति पर बराबर नजर रखे हुए हैं। केंद्र ने भरोसा दिलाया है कि जोशीमठ बचाने को हरसंभव मदद दी जाएगी। अब जोशीमठ के उपचार और प्रभावितों के पुनर्वास के लिए सरकार केंद्र से मदद लेने जा रही है।
सचिव आपदा प्रबंधन डा रंजीत कुमार सिन्हा ने सोमवार को सचिवालय में जोशीमठ को लेकर हुई ब्रीफिंग में बताया कि केंद्र सरकार से राहत पैकेज लेने के मद्देनजर प्रस्ताव को अंतिम रूप दिया जा रहा है।
उन्होंने बताया कि आपदा प्रभावितों के पुनर्वास के लिए उच्चाधिकार प्राप्त समिति के गठन के अलावा जिला स्तर पर भी कमेटी गठित की जाएगी, ताकि प्रत्येक बिंदु को लेकर समय पर और समन्वय के साथ काम हो सके।
जोशीमठ के लिए बदलेंगे राहत राशि के मानक:
जोशीमठ के आपदा प्रभावितों के पुनर्वास और राहत राशि देने के लिए मानकों में बदलाव किया जाएगा। चमोली के डीएम ने इस संबंध में शासन को प्रस्ताव भेजा है, जिस पर विमर्श चल रहा है। इसे अंतिम रूप देकर कैबिनेट में स्वीकृति के लिए रखा जाएगा। माना जा रहा है कि इसके लिए रैणी आपदा की तरह ही प्रभावितों को दी जाने वाली राहत राशि में बढ़ोत्तरी की जाएगी।
अब हो रही गहनता से जांच:
सचिव आपदा प्रबंधन ने एक प्रश्न के उत्तर में कहा कि जोशीमठ के संबंध में अब तक जो भी कमेटियां गठित हुई, उनकी रिपोर्ट का निष्कर्ष यही है कि यहां की मिट्टी की पकड़ ढीली हुई है। ऐसा किस कारण से हुआ, इसे लेकर कोई साक्ष्य नहीं था।
अब तक इस दृष्टिकोण से जियो टेक्निकल, जियो फिजिकल व हाईड्रोलाजिकल जांच कराई जा रही है। एनजीआरआइ, आइआइटी, एनआइएच और वाडिया संस्थान से इस सबकी जांच कराई जा रही है। उनसे 15 दिन से माहभर के भीतर यह जांच पूर्ण करने का आग्रह किया गया है। फिर इसके आधार पर उपचारात्मक कार्य किए जाएंगे।
जोशीमठ के लिए बनेगी महायोजना:
डा सिन्हा ने बताया कि जोशीमठ शहर की महायोजना तैयार की जाएगी। इसके लिए आवास एवं शहरी विकास विभाग को जल्द महायोजना बनाने को कहा गया है। इसके अलावा शहर में भवनों में पड़ी दरारों और भूधंसाव को देखते हुए विद्युत पोल गिरने व लाइन क्षतिग्रस्त होने की आशंका को देखते हुए ऊर्जा निगम और पारेषण निगम की टीमें तैनात कर दी गई हैं।
सीबीआरआइ के निर्देशन में होगी कार्रवाई:
सचिव आपदा प्रबंधन के अनुसार जोशीमठ में संवेदनशीलता की दृष्टि से भवनों को श्रेणीबद्ध किया गया है। अभी तक कुल 678 भवन चिह्नित किए गए हैं। प्रथम चरण में डेंजर जोन के अति संवेदनशील भवनों को तीन दिन में खाली करने के आदेश दिए गए हैं। इसी कड़ी में दो होटल माउंट व्यू व मलारी इन को मैकेनिकल ढंग से ध्वस्त किया जाएगा।
इसके लिए केंद्रीय भवन अनुसंधान संस्थान (सीबीआरआइ) की टीम ने सोमवार को स्क्रैप सर्वे किया। साथ ही जरूरी उपकरणों की सूची सौंपी। उन्होंने बताया कि यह लोनिवि को उपलब्ध कराई गई है। लोनिवि के प्रमुख अभियंता की अगुआई में टीम गठित की गई है, जो सीबीआरआई के विज्ञानियों के निर्देशन में कार्रवाई करेगी। उन्होंने बताया कि भवनों को हटाने की कार्रवाई चरणबद्ध ढंग से की जाएगी।
प्रस्तावित पुनर्वास स्थलों का होगा सर्वे:
डा सिन्हा ने बताया कि जोशीमठ के आपदा प्रभावितों के पुनर्वास के लिए कोटी ग्राम, जड़ी-बूटी शोध संस्थान की भूमि और पीपलकोटी में भूमि चिह्नित की गई है। तीनों ही स्थल जोशीमठ के आसपास हैं। इनका जीएसआइ से जियो फिजिकल सर्वे कराया जा रहा है, ताकि जोशीमठ जैसी स्थिति वहां उत्पन्न न हो।
अब तक अस्थायी रूप से 81 परिवार विस्थापित:
मुख्य सचिव डा एसएस संधु की अध्यक्षता में सोमवार को सचिवालय में हुई बैठक में जोशीमठ में चल रहे कार्यों की समीक्षा की गई। सचिव आपदा प्रबंधन डा सिन्हा ने बैठक में लिए गए निर्णयों की जानकारी देते हुए बताया कि सभी एजेंसियों को समन्वय के साथ काम करने के निर्देश दिए गए हैं।
अभी तक जोशीमठ के 81 परिवारों को अस्थायी रूप से सुरक्षित स्थानों पर विस्थापित किया गया है। साथ ही जोशीमठ में निवास करने योग्य भवनों और पीपलकोटी में अस्थायी आवासी व्यवस्था चिह्नित की गई है।
