मुख्यमंत्री श्री पुष्कर सिंह धामी ने आज नई दिल्ली स्थित उत्तराखण्ड निवास से प्रदेश के सभी जिलाधिकारियों और वरिष्ठ अधिकारियों के साथ वर्चुअल समीक्षा बैठक की। मुख्यमंत्री ने राज्य स्थापना की रजत जयंती के सफल आयोजन के लिए अधिकारियों को बधाई दी और प्रधानमंत्री श्री नरेंद्र मोदी के मार्गदर्शन में उत्तराखण्ड को विश्व की आध्यात्मिक राजधानी बनाने के विज़न को रेखांकित किया।
बैठक में उन्होंने ‘एक जिला–एक मेला’ अभियान को स्थानीय अर्थव्यवस्था, संस्कृति और शिल्प को बढ़ावा देने का एक महत्वपूर्ण माध्यम बताते हुए मेलों को पर्यावरण-सम्मत और भव्य रूप से विकसित करने के निर्देश दिए। चयनित मेलों को राजकीय मेला घोषित कर विशेष वित्तीय सहायता, संरक्षण और प्रचार-प्रसार उपलब्ध कराने की बात भी कही।
मुख्यमंत्री ने योग, आयुर्वेद और ध्यान केंद्रों को जिलों व ब्लॉकों तक विस्तार देने और प्रत्येक ब्लॉक में एक गाँव को “आध्यात्मिक गाँव” के रूप में विकसित करने का सुझाव दिया। उन्होंने वाइब्रेंट विलेज कार्यक्रम के तहत सीमा क्षेत्रों के गांवों को पर्यटन केंद्र के रूप में विकसित करने तथा होमस्टे, कृषि, उद्यानिकी और सौर ऊर्जा गतिविधियों की नियमित मॉनिटरिंग सुनिश्चित करने के निर्देश दिए।
शीतकालीन यात्रा और बारहमासी पर्यटन को बढ़ावा देने के लिए KMVN और GMVN को विशेष छूट पैकेज तैयार कर लागू करने के निर्देश दिए। उन्होंने अलाव, रैन बसेरा, बर्फ हटाने की प्रभावी व्यवस्था और यात्राओं के बाद यात्रा मार्गों की स्वच्छता सुनिश्चित करने पर भी जोर दिया।
मुख्यमंत्री ने CSR फंड का उपयोग जनहित कार्यों में अधिकतम करने, GI टैग उत्पादों को निर्यात योग्य बनाने, और जनपद एवं विकासखंड स्तर पर पर्यटन स्थलों के विकास हेतु विशेष योजनाएँ तैयार करने का निर्देश दिया।
सुरक्षा व्यवस्था पर विशेष ध्यान देते हुए उन्होंने राष्ट्रीय और आंतरिक सुरक्षा को सुदृढ़ करने के लिए जिला स्तर पर नियमित सत्यापन और निरीक्षण अभियान चलाने को कहा। सीमा क्षेत्रों और प्रमुख पर्यटन स्थलों पर सुरक्षा बढ़ाने तथा आवश्यक मैनपावर और तकनीकी संसाधनों की आवश्यकता होने पर तुरंत अवगत कराने के निर्देश भी दिए।
उन्होंने अल्मोड़ा के द्वाराहाट, चंपावत के श्यामलाताल–देवी धूरा सहित अन्य क्षेत्रों में Spiritual Economic Zone विकसित किए जाने की संभावनाओं का सर्वेक्षण कर विस्तृत कार्ययोजना तैयार करने को कहा।
मुख्यमंत्री ने राज्य के प्रमुख शहरों में बढ़ते जाम की समस्या को गंभीरता से लेते हुए समयबद्ध समाधान सुनिश्चित करने और राज्य की सभी सड़कों को गड्ढामुक्त बनाने के कड़े निर्देश जारी किए। उन्होंने बार-बार खराब होने वाली सड़कों की पहचान कर ठोस कार्रवाई करने को कहा।
इसके साथ ही उन्होंने पिछले तीन वर्षों में बने स्थायी निवास प्रमाण पत्रों की जाँच करने और गलत तरीके से जारी प्रमाण पत्रों में संलिप्त लोगों पर सख्त कार्रवाई करने का निर्देश दिया।
बैठक में प्रमुख सचिव श्री आर.के. सुधांशु, पुलिस महानिदेशक श्री दीपम सेठ, अपर पुलिस महानिदेशक अभिसूचना एवं सुरक्षा श्री अभिनव कुमार, कुमाऊँ मंडल आयुक्त श्री दीपक रावत सहित वरिष्ठ अधिकारी उपस्थित रहे।
