धामी सरकार बजट सत्र के तीसरे दिन बुधवार को विधानसभा में वित्तीय वर्ष 2023-24 के लिए बजट प्रस्तुत किया गया। भराड़ीसैंण स्थित विधानभवन में वित्त मंत्री प्रेमचंद अग्रवाल ने वार्षिक बजट प्रस्तुत किया।
77407.84 करोड़ का बजट पेश:
ग्रीष्मकालीन राजधानी गैरसैंण में आयोजित बजट सत्र में वित्त मंत्री प्रेम चंद अग्रवाल ने वित्तीय वर्ष 2023-24 का बजट प्रस्तुत किया। उन्होंने सदन में 77407.84 करोड़ का नया बजट प्रस्तुत किया। वित्त मंत्री ने कहा कि यह बजट में हर वर्ग का ध्यान रखा गया है। बजट में रोजगार, निवेश और पर्यटन पर फोकस किया गया है।
बजट की खास बातें:
1. बजट में जोशीमठ भू-धंसाव क्षेत्र के लिए एक हजार करोड़ का प्राविधान किया गया है।
2. साइन्स सिटी व विज्ञान केन्द्रों की स्थापना के लिए 26 करोड़ 21 लाख रुपए का प्राविधान किया गया है।
3. देहरादून में मेट्रो रेल के लिए 101 करोड़ का प्राविधान रखा गया है।
4. बजट में वीरता पुरस्कार विजेताओं के लिए निशुल्क यात्रा का प्राविधान।
5. बजट 2023 में उच्च शिक्षा छात्रवृत्ति को 10 करोड़ दिया जाएगा। आंगनबाड़ी 6. कार्यकत्रियों का मानदेय बढ़ाने का प्राविधान भी किया गया है।
7. बालिका साइकिल योजना जारी रहेगी। इसके लिए 15 करोड़ रुपए का प्राविधान किया गया है।
8. मुख्यमंत्री प्रतिभा प्रोत्साहन छात्रवृत्ति योजना को 11 करोड़ रुपए किया गया।
9. एनसीसी कैडेट का जलपान भत्ता बढ़ाया जाएगा। 15 रुपये प्रति प्लेट से बढ़ाकर भत्ता 45 रुपये प्रति प्लेट कर दिया गया है।
10. कहा कि इकोसिस्टम बनाया जाएगा, जिससे राज्य के युवा नौकरी मांगने के स्थान पर नौकरी देंगे। इसके लिए कारगर नीति बनाइ जाएगी।
11. वित्त मंत्री ने कहा कि केंद्र व राज्य की योजनाओं द्वारा राज्य के समावेशी विकास पर फोकस किया जाएगा। राज्य को सशक्त बनाने का प्रयास रहेगा।
12. इकोलॉजी और इकोनॉमी में संतुलन को प्राथमिकता देंगे। पूंजीगत व्यय का 0.5 प्रतिशत जलवायु परिवर्तन सम्बन्धी कार्यों के लिए दिया जाएगा। सौर ऊर्जा को बढ़ावा दिया जाएगा। राज्य सरकार द्वारा जी20 आयोजन के लिए 100 करोड़ का प्राविधान किया जाएगा।

मुख्यमंत्री पुष्कर सिंह धामी सदन में पहुंचे। कुछ देर में बजट पेश किया जाएगा।
नेता प्रतिपक्ष यशपाल आर्य ने सदन में मंगलवार की घटना के लिए खेद जताया। विधानसभा अध्यक्ष ऋतु खंडूड़ी ने कांग्रेस विधायकों का निलंबन वापस लेने के प्रस्ताव को अस्वीकार्य किया।
कांग्रेसी विधायक सदन में पहुंचे और प्रश्नकाल शुरू हुआ।
विधानसभा अध्यक्ष ऋतु भूषण खंडूड़ी के कक्ष में सत्ता पक्ष व विपक्ष के नेताओं की बैठक चल रही है।
इसके बाद सदन सुबह 11:30 बजे तक के लिए स्थगित कर दिया गया।
कांग्रेसी विधायक नहीं पहुंचे। सदन शुरु होने से पहले ही 15 मिनट के लिए स्थगित कर दिया गया।

ग्रीष्मकालीन राजधानी गैरसैंण में विधानसभा के बजट सत्र में विपक्ष कांग्रेस ने मंगलवार को विशेषाधिकार हनन की सूचनाओं को लेकर सदन में हंगामा किया था, जिस पर विस अध्यक्ष ने कांग्रेस के सभी विधायकों को दिनभर के लिए निलंबित कर दिया था। इन परिस्थितियों में आज बुधवार को भी सदन में हंगामा होने के आसार हैं।
सत्र के तीसरे दिन बुधवार को कांग्रेसी विधायक विधानसभा पहुंचे। उन्होंने पेपर लीक व अंकिता हत्याकांड में सीबीआई जांच की मांग को लेकर परिसर में प्रदर्शन किया।
सदन के पटल पर रखे गए नकलरोधी समेत छह विधेयक:
मंगलवार को सदन के पटल पर उत्तराखंड प्रतियोगी परीक्षा (भर्ती में अनुचित साधनों की रोकथाम व निवारण के उपाय) समेत कुछ छह विधेयक प्रस्तुत किए गए। अब बुधवार को इन सभी विधेयकों पर चर्चा के बाद इन्हें पारित किया प्रदेश सरकार ने भर्ती परीक्षाओं में नकल रोकने के लिए सख्त कानून बनाने की दिशा में कदम उठाए हैं।
इसके तहत नकल करने अथवा कराने पर 10 करोड़ रुपये तक के जुर्माने व आजीवन कारावास तक की सजा का प्रविधान किया गया है। इससे कानूनी रूप देने के लिए सोमवार को इस विधेयक को सदन पटल पर रखा गया।
