प्रधानमंत्री नरेन्द्र मोदी ने कहा कि सीमांत क्षेत्रों को समृद्ध बनाया जाएगा। सीमा पर बसा हर गांव उनके लिए पहला गांव है। उत्तराखंड में चीन सीमा से सटे गांव माणा से मोदी ने सीमांत क्षेत्रों और उनकी सुरक्षा को लेकर सीमा पार भी संदेश दिया।
मोदी माणा पहुंचने वाले पहले प्रधानमंत्री:
मोदी माणा पहुंचने वाले पहले प्रधानमंत्री हैं। सीमावर्ती इलाकों के विकास की उपेक्षा को लेकर उन्होंने पिछली सरकारों को निशाने पर लिया। उन्होंने कहा कि पहले जिन क्षेत्रों को देश की सीमाओं का अंत मानकर नजरअंदाज किया गया, वहां से देश की समृद्धि का आरंभ मानकर काम किया जा रहा है। भारतमाला योजना से सीमांत इलाकों को सड़क से जोड़ा गया।
अब पर्वतमाला योजना से पर्वतीय क्षेत्रों में बड़ी संख्या में रोपवे बनाकर जनजीवन और परिवहन को आसान बनाया जाएगा। प्रधानमंत्री ने आजादी के बाद से आस्था केंद्रों के विकास में बाधक गुलामी की मानसिकता पर तीखा प्रहार किया। उन्होंने कहा कि ऐसी मानसिकता ने आस्था केंद्रों को चोट पहुंचाई।
इससे ग्रसित व्यक्तियों को प्रगति का हर कार्य अपराध की तरह लगता है। लंबे समय तक आस्था केंद्रों को लेकर नफरत का भाव रहा। देश में आस्था के केंद्र आज पुन: अपना गौरव प्राप्त कर रहे हैं। अपने संबोधन में प्रधानमंत्री ने डबल इंजन के बूते उत्तराखंड के विकास का संकल्प व्यक्त करते हुए दमदारी से दोहराया कि यह दशक उत्तराखंड का है।
प्रधानमंत्री मोदी शुक्रवार को दो दिनी दौरे पर उत्तराखंड पहुंचे। पहले केदारनाथ धाम और फिर बदरीनाथ धाम में पूजा-अर्चना के बाद उन्होंने 3400 करोड़ की कनेक्टिविटी योजनाओं की आधारशिला रखी। इनमें 1267 करोड़ की 9.7 किमी लंबी गौरीकुंड-केदारनाथ रोपवे, 1163 करोड़ लागत से हेमकुंड साहिब रोपवे, लगभग 1000 करोड़ की दो सड़क परियोजनाएं माणा-माणापास और जोशीमठ-मलारी सम्मिलित हैं। उन्होंने बदरीनाथ में मास्टर प्लान के अंतर्गत चल रहे कार्यों की प्रगति की समीक्षा की।
विरासत पर गर्व होना आवश्यक:
माणा में जनसभा को संबोधित करते हुए मोदी ने कहा कि 21वीं सदी के विकसित भारत के निर्माण के दो प्रमुख स्तंभ हैं। पहला स्तंभ अपनी विरासत पर गर्व और दूसरा स्तंभ विकास के लिए हर संभव प्रयास करना है। देश की स्वतंत्रता के 75 वर्ष पूरे होने के अवसर पर लालकिले से उन्होंने गुलामी की मानसिकता से पूरी तरह मुक्ति का आह्वान किया था।
आखिर इतने वर्षों बाद यह करने की जरूरत क्यों पड़ी। उन्होंने कहा कि देश में कुल लोग विदेशों में वहां की संस्कृति से जुड़े संस्थानों की तारीफ करते-करते नहीं थकते, लेकिन भारत में इसी तरह के काम को हेय दृष्टि से देखा जाता है। अपने संस्कृति स्थलों को लेकर हीन भावना और विरासत से विद्वेष का भाव इसका प्रमुख कारण है।
जर्जर स्थिति में पहुंचे आस्था स्थल:
मोदी बोले, सब जानते हैं कि आजादी के बाद सोमनाथ मंदिर के निर्माण के समय क्या हुआ था। इसके बाद राम मंदिर के निर्माण के समय और इतिहास से भी सब भली-भांति परिचित हैं। ऐसी मानसिकता ने हमारे पूज्यनीय आस्था स्थलों को जर्जर स्थिति में ला दिया है।
सैकड़ों वर्षों से मौसम की मार सहते आ रहे पत्थर, मंदिर स्थल, सबकुछ तबाह कर दिए। दसियों वर्षों तक हमारे आस्था के केंद्रों की स्थिति यह रही कि वहां की यात्रा जीवन की सबसे कठिन यात्रा बन जाती थी। पिछली सरकारों को न जाने कौन सी गुलामी की मानसिकता ने जकड़े रखा कि अपने ही नागरिकों को आस्था स्थलों तक जाने की सुविधाएं नहीं दी गईं। उन्होंने कहा कि ईश्वर ने उन्हें यह काम सौंपा है।
प्राण शक्ति हैं आस्था केंद्र:
उन्होंने कहा कि इस उपेक्षा में लाखों-करोड़ों जन भावनाओं के अपमान का भाव छिपा था। इसके पीछे पिछली सरकारों का निहित स्वार्थ था। ये हजारों वर्ष पुरानी संस्कृति का महत्व नहीं समझ पाए। मोदी ने कहा कि आस्था के केंद्र हमारे लिए सिर्फ ढांचा नहीं, प्राण शक्ति हैं, प्राण वायु है। ऐसे शक्तिपुंज हैं जो कठिन से कठिन परिस्थितियों में हमेें जीवंत बनाए रखते हैं। काशी, उज्जैन, अयोध्या जैसे अनगिनत श्रद्धा के केंद्र अपने गौरव को दोबारा प्राप्त कर रहे हैं। अयोध्या में भव्य राम मंदिर बन रहा है।
रेल, रोड और रोपवे ने पहाड़ का जीवन बनाया जानदार:
उन्होंने कहा कि केदारनाथ, बदरीनाथ, हेमकुंड साहिब में श्रद्धा को संभालते हुए आधुनिक सुविधाओं से जोड़ा जा रहा है। आस्था और आस्था स्थलों के पुनर्निर्माण का एक और पक्ष है, जिसकी उतनी चर्चा नहीं होती। रेल, रोड और रोपवे रोजगार तो लाते ही हैं, पहाड़ का जीवन जानदार, शानदार और आसान भी बना देते हैं। केंद्र सरकार ड्रोन को भी पहाड़ों पर ट्रांसपोर्टेशन का प्रमुख साधन बनाने पर काम कर रही है।
स्थानीय उत्पादों पर खर्च करें पांच प्रतिशत:
चीन की सीमा पर रखवाली कर रहे माणा गांव से मोदी ने पर्यटकों, आम नागरिकों का आह्वान किया कि वोकल फार लोकल की तर्ज पर कुल खर्च या यात्रा खर्च की पांच प्रतिशत राशि से स्थानीय उत्पादों को खरीदने का व्रत लें। उन्होंने यह भी कहा कि पहाड़ के लोग मेहनती होने के साथ संकटों के बीच जीना सीख लेते हैं। पिछली सरकारों ने पहाड़ के इस सामथ्र्य को उनके ही विरुद्ध उपयोग किया। सरकारी योजनाओं और सुविधाओं की बात हो तो पहाड़ का नंबर सबसे बाद में आता था। इस अन्याय को उन्होंने समाप्त किया।
पर्वतीय क्षेत्रों में चलाएंगे एनसीसी
प्रधानमंत्री ने कहा कि संवेदनशील सरकार गरीबों का दुख-दर्द समझते हुए कैसे काम करती है, यह कोरोना में देखने को मिला। उत्तराखंड और हिमाचल ने सबसे तेज गति से टीकाकरण का काम पूरा किया। पीएम गरीब कल्याण अन्न योजना की अवधि तीन माह और बढ़ाई गई है ताकि, दीपावली के अवसर पर किसी गरीब का घर चूल्हा जलने से वंचित न हो।
