परिवहन सुधारों में उत्तराखण्ड को बड़ी उपलब्धि, केन्द्र से ₹125 करोड़ की प्रोत्साहन राशि स्वीकृत*
उत्तराखण्ड में परिवहन क्षेत्र में किए जा रहे व्यापक सुधारों को केन्द्र सरकार ने सराहते हुए पूंजीगत निवेश योजना (SASCI) 2025-26 के अंतर्गत राज्य को ₹105.11 करोड़ की प्रोत्साहन राशि स्वीकृत की है। साथ ही अप्रैल से पूर्व लागू किए गए सुधारों के लिए ₹20 करोड़ की अतिरिक्त धनराशि भी स्वीकृत की गई है। इस प्रकार कुल ₹125 करोड़ की प्रोत्साहन राशि परिवहन विभाग, उत्तराखण्ड को प्राप्त हुई है।
यह उपलब्धि मुख्यमंत्री पुष्कर सिंह धामी के नेतृत्व में परिवहन क्षेत्र में लागू की जा रही तकनीक आधारित सुधारात्मक नीतियों का परिणाम मानी जा रही है।
इस पर मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि उत्तराखण्ड में परिवहन क्षेत्र में तकनीक आधारित सुधारों को प्राथमिकता दी जा रही है, जिससे सड़क सुरक्षा को सुदृढ़ करने के साथ-साथ पारदर्शिता भी सुनिश्चित हो रही है। इलेक्ट्रॉनिक इंफोर्समेंट एवं वाहन स्क्रैपिंग नीति के प्रभावी क्रियान्वयन से राज्य में दुर्घटनाओं में कमी लाने तथा पर्यावरण संरक्षण को बढ़ावा मिलेगा। केन्द्र सरकार द्वारा प्राप्त यह प्रोत्साहन राशि राज्य में स्मार्ट एवं सुरक्षित परिवहन व्यवस्था विकसित करने में सहायक सिद्ध होगी।
*रोड सेफ्टी के अंतर्गत इलेक्ट्रॉनिक इंफोर्समेंट*
सड़क सुरक्षा के दृष्टिगत राज्य में हाई-रिस्क, हाई-डेंसिटी एवं क्रिटिकल जंक्शनों पर इलेक्ट्रॉनिक इंफोर्समेंट सिस्टम लागू किए गए हैं। इसके अंतर्गत दुर्घटना संभावित क्षेत्रों में ANPR (ऑटोमेटिक नंबर प्लेट रिकग्निशन) कैमरे लगाए गए हैं तथा उन्हें ट्रैफिक कंट्रोल रूम एवं ई-चालान प्रणाली से इंटीग्रेट किया गया है।
वित्तीय वर्ष 2025-26 में दिसम्बर 2025 तक 20 स्थानों पर ANPR कैमरे स्थापित कर दिए गए हैं, जबकि राज्य में अब तक कुल 37 लोकेशनों पर कैमरे लगाए जा चुके हैं। इन कैमरों के माध्यम से ट्रिपल राइडिंग, ओवरस्पीडिंग, बिना हेलमेट जैसे मामलों में प्रतिदिन 5 हजार से अधिक चालान किए जा रहे हैं।
विशेष उल्लेखनीय है कि उत्तराखण्ड देश का पहला राज्य बन गया है जहां ANPR कैमरों के माध्यम से ग्रीन सेस की वसूली की जा रही है। इस प्रणाली के तहत वाहनों को रोके बिना ही Fastag वॉलेट से ग्रीन सेस स्वतः कटकर संबंधित खाते में जमा हो जाता है।
*वाहन स्क्रैपिंग नीति में प्रभावी क्रियान्वयन*
वाहन स्क्रैपिंग नीति के अंतर्गत पुराने वाहनों को पंजीकृत स्क्रैपिंग केंद्रों में निस्तारित करने पर जारी प्रमाण पत्र के आधार पर नए वाहन क्रय करने पर विभिन्न श्रेणियों में रोड टैक्स में 50 प्रतिशत तक की छूट प्रदान की जा रही है।
राज्य में अब तक 564 सरकारी एवं 5861 निजी वाहनों को स्क्रैप किया जा चुका है। इसके लिए कुल 6425 वाहनों के विरुद्ध ₹9.58 करोड़ की प्रोत्साहन राशि स्वीकृत की गई है।
*ऑटोमेटेड टेस्टिंग स्टेशन (ATS)*
राज्य में ऑटोमेटेड टेस्टिंग स्टेशनों की स्थापना को भी बढ़ावा दिया जा रहा है। इस दिशा में दो ATS को Preliminary Registration Certificate जारी किए जाने पर ₹2.5 करोड़ की प्रोत्साहन राशि प्राप्त हुई है।
इन सुधारात्मक योजनाओं का क्रियान्वयन सीएम पुष्कर सिंह धामी के निर्देश पर परिवहन सचिव बृजेश कुमार संत के निर्देशन में किया गया है, जिससे उत्तराखण्ड परिवहन क्षेत्र में नवाचार आधारित सुधार लागू करने वाले अग्रणी राज्यों में शामिल हो गया है।
