धर्म एवं योग नगरी ऋषिकेश को पूर्णरूप से सुविधा सम्पन्न बनाये जाने के उद्देश्य से प्रधानमंत्री नरेन्द्र मोदी की पहल पर ऋषिकेश नगर के एकीकृत अवस्थापना विकास परियोजना IUIDR हेतु वित्तीय मंत्रालय, भारत सरकार द्वारा यूरोपीय वित्तपोषण संस्था KFW को 160 मीलियन यूरो की सहायता हेतु प्रस्ताव प्रेषित किया गया है। परियोजना की कुल लागत लगभग 200 मीलियन यूरो (लगभग रू0 1600 करोड़) है। परियोजना हेतु भारत सरकार व राज्य सरकार का वित्तीय अनुपात 80:20 प्रस्तावित है।
मुख्यमंत्री पुष्कर सिंह धामी ने प्रधानमंत्री नरेन्द्र मोदी का आभार व्यक्त करते हुए कहा कि प्रधानमंत्री के नेतृत्व में उत्तराखण्ड में इन्फ्रास्ट्रक्चर में अभूतपूर्व विकास हो रहा है। ऋषिकेश में एकीकृत शहरी अवस्थापना विकास परियोजना से विश्व में योग नगरी के रूप में विख्यात ऋषिकेश नगर में स्थानीय नागरिकों एवं पर्यटकों को बेहतर मूलभूत सुविधाए उपलब्ध होंगी।
परियोजना के अंतर्गत 24X7 पेयजल आपूर्ति प्रणाली, पेयजल मीटर वर्षाजल प्रबन्धन व बाद सुरक्षा, सार्वजनिक स्वच्छता सुविधाएं, स्मार्ट शहरी स्थल (Smart Urban Spaces) परिधान व सामान कक्ष (Cloak Room). प्रतीक्षालय (Waiting Room), घाट और व्यापारिक स्थल (Vending Zone) का विकास, सड़के और यातायात प्रबंधन भूमिगत उपयोगिता नालिका (Underground Utility Duct) नागरिक सुरक्षा और सुविधाओं हेतु विकसित एकीकृत नियंत्रण व आदेश केन्द्र (Integrated Control & Command Center). स्मार्ट स्तम्भ (Pole) व ऊर्जा बचत हेतु उपकरणों की स्थापना, परिवहन केंद्र, बस टर्मिनल और पार्किंग इत्यादि के कार्य किए जायेंगे।
प्रत्येक वर्ष ऋषिकेश में लाखों पर्यटकों का आवागमन धार्मिक एवं साहसिक पर्यटन गतिविधियों के लिए किया जाता है। ऐसे में अतिरिक्त सुविधाओं को विकसित किए जाने के दृष्टिगत विकास कार्य किए जाने की आवश्यकता है। यातायात संकुलन (Traffic Jam) से होने वाली परेशानी को कम करने के उद्देश्य से ऊंचे पथों (Elivated Path) का निर्माण किया जायेगा।
परियोजना के पूर्ण होने पर नागरिक जीवनशैली व जीवन योग्यता मानकों (Urban Livability Standard) में वृद्धि होगी, स्थानीयों के व्यापारिक व आजीविका स्तर में सुधार होगा, नागरिकों व पर्यटकों को बेहतर पेयजल एवं स्वच्छता सुविधाएं प्राप्त हो सकेंगी, जीविकोपार्जन गतिविधियों में वृद्धि होगी, यातायात में सरलता होगी तथा पर्यटकों को उच्चस्तरीय सुविधाएं प्राप्त हो सकेगी।
